A Transit Development Plan
(TDP) is a multi-year plan required by the Florida Department of Transportation
(FDOT) that calls for a description of the transit agency's vision for public transportation,
along with an assessment of transit needs in the study area and a staged
implementation program to set priorities for improvements. Florida statutes require the adoption of a TDP major update every five years and minor (or annual) updates in interim years. The most recent Indian River County TDP major update was in 2018.

As a recipient of federal public transportation funds, Indian River County is required to establish a Disadvantaged Business Enterprise (DBE) goal regarding the expenditure of federal funds.

The MPO is the Designated Official Planning Agency for Transportation Disadvantaged planning within Indian River County. The TDSP is five-year tactical service delivery plan which contains development, service, and quality assurance components. According to Florida regulations, the TDSP must be updated annually with a major update required every five years. For Indian River County, the most recent major update was adopted in February 2019.

As a recipient of federal public transportation funds, Indian River County is required to submit a Title VI program update to the Federal Transit Administration (FTA). The purpose of the Title VI program is to assure that no person is excluded from participating in, denied the benefits of, or subjected to discrimination under any program or activity receiving federal financial assistance from the FTA, on grounds of race, color, or national origin.
